With a commitment to upholding the highest standards of governance, the board fosters an environment of transparency, accountability, and collaboration, working closely with stakeholders to enhance the educational experience and empower healthcare workers across the sector.

Laura Williams

PMA Governance Board Chair

Laura is passionate about vocational education, in particular the skills agenda and the development of knowledge, skills and behaviours needed by employers on both a local and national level.

She has been lucky enough to work in this sector for over 25 years, undertaking a variety of roles. During her time as a curriculum manager, she was leading, designing and delivering programmes to vulnerable young people and adults often with multiple and complex needs. Laura then took her first senior leadership role heading up learner experience in a FE college, responsible for admissions, learning support, learning resource centre, careers, work experience, enrichment and pastoral support. Shortly afterwards, she was part of the team undertaking a multi-campus merger resulting in a broader remit, including Safeguarding and Prevent.

After a brief career break to have her daughter, Laura was able to further develop her skills and utilise experience as part of the team at PMA, developing the experience for apprentices in relation to learning support, careers and wellbeing. She is delighted to continue this journey as a member of the board at PMA as they continue to go from strength to strength.

Sarah Burrows

Sarah has worked in the field of Education for her entire career – from teacher to senior leader – and every role in between. Sarah loves learning and believes it truly changes lives. To retain credibility she has always remained a player-manager in any role through leading and facilitating in equal measure. Her passion is supporting everyone to achieve their true potential and seeing people progress. Alongside being the Chief Education Officer at PMA and on PMA’s Governance Board, Sarah is also a Local Authority Governor, Chair of the Standards and Effectiveness Committee at a High School and an Associate Governor at a Primary school.

Stacey Chapman

As an experienced leader and project planner, Stacey takes pride in her role as Chief Operations Officer at PMA, supporting the healthcare sector through a variety of services designed to develop the future workforce. Her passion lies in collaborating with employers and candidates to enhance practices through effective recruitment, training, and development. This is achieved via a comprehensive suite of formal education programmes, workshops, and more. Stacey’s ethos centres on empowerment, fostering confidence and resilience to enable success. She believes quality is fundamental to ensuring we positively influence the next generation, facilitating succession planning with clear career pathways. She excels in working collaboratively with stakeholders to enhance organisational performance and workplace practices. With over 20 years of experience within training and recruitment organisations across various sectors, Stacey has gained valuable insight into a diverse range of strategic development plans. She also firmly recognises that effective communication is integral to the success of any organisation, alongside inspiring leadership that empowers and motivates the workforce.

David Hole

PMA Governance Board Member

David is a senior leader advising organisations on leadership, strategy, governance, finance, and mergers. With 35 years in turnaround and restructuring, he has a focus on the charity sector as an interim CEO or CFO, bringing expertise in strategy and financial sustainability. A certified turnaround practitioner, he holds an MBA, MSc, DChA, and three professional fellowships. David’s background includes roles as a licensed insolvency practitioner and experience founding and managing service and manufacturing businesses. Known for being commercial, collaborative, and getting stuff done, David is recognised for his assertiveness, listening skills, and credibility. David’s motto is “Plan your future before others plan it for you”.

Claire Farrell-Bertram

As Financial Controller at PMA and a valued member of the Governance Board, Claire brings a wealth of financial expertise and strategic insight to the team. Having been with PMA for four years, her journey from entry-level to senior leadership has given her a comprehensive understanding of the organisation from the inside out. This unique perspective enables her to contribute meaningfully to both operational and strategic decision-making.

Currently nearing completion of her CIMA qualification, Claire is analytically minded and passionate about using data to drive performance and clarity. Her role includes overseeing the MIS for apprenticeship funding, ensuring robust financial compliance, and supporting the organisation’s commitment to empowering the healthcare workforce. A strong believer in continuous improvement, Claire thrives on solving problems and creating efficient systems that enable sustainable growth and success.
